This Internal Information Channel (or Whistleblower Channel) is the official
mechanism for reporting breaches of European Union law or actions or omissions
that may constitute serious or very serious criminal or administrative
offences, in accordance with Article 2 of Law 2/2023 of 20 February on the
protection of persons who report regulatory breaches and on the fight against
corruption.
Other types of communications may be submitted through this Channel; however,
only reports that meet the legal requirements of Law 2/2023 will be eligible
for the protection measures established therein.
The protection provided under Law 2/2023 does not apply to:
- Interpersonal conflicts.
- Information that is already publicly available or does not add new relevant
facts compared to previous reports.
- Information based exclusively on rumours or unlawfully obtained information.
General Principles
The Internal Information Channel operates under the following principles:
- Confidentiality: The identity of the reporting person and any information
provided will be treated confidentially.
- Respect for Rights: The rights of both the reporting person and the
persons concerned will be respected throughout the procedure.
- Prohibition of Retaliation: Reporting persons will be protected against
retaliation in accordance with applicable law.
- Proportionality and Impartiality: All reports will be handled objectively
and fairly.
- Procedures and Deadlines: Reports will be managed in line with
established procedures and legal time limits.
- Data Protection: Personal data will be processed in compliance with
applicable data protection regulations.
